To merge or not to merge/combine Eagle-Vail’s two governing entities to be discussed tonite
As a follow up to a recently completed Urban Land Institute Study (ULI) conducted for Eagle-Vail in June, a Special Meeting will convene tonight at 5pm to see what is what.
One of the recommendations strongly made from the panel’s findings was to merge/combine the two governing bodies into one to reduce confusion from the homeowners as to just which governing body does what and make for a more efficient governance moving Eagle-Vail forward. The panel also recommended this item be addressed before moving forward with its other recommendations.
Since Eagle-Vail’s inception in the early 70’s, Eagle-Vail has been run by the Metropolitan District, (a quasi governmental entity) a subsidiary of the State of Colorado and a Property Owners Association.
The Metro District was originally responsible for water, sewer, fire protection, recreation and the taxing entity for the neighborhood. The Metro District is also the owner/operator of the recreation facilities and land. Currently the Metro District’s responsibilities are recreation and the taxing entity; fire, water and sewer have been consolidated with the Eagle River Fire Protection District and the Upper Eagle Water and Sanitation District.
The Property Owners Association’s main responsibilities are code enforcement and Design and Review for homes and buildings in Eagle-Vail.
Metro District Board Members are required to run for public office and are voted on by the residents of Eagle-Vail in a public election held every two years. The board members for the Property Owners Association are elected at the annual Home Owners Meeting by those residents present at the annual meeting. The Metro Board is required to act under strict rules as mandated from the State of Colorado. The Property Owners Ass operates under its governing documents filed at the County.
Tonight’s meeting could be very short if the members of one or both boards indicate they are not interested in merging/combining the boards in some form or fashion.
If both boards are in agreement with the recommendation of the ULI study, meaningful discussions shall occur on just how the combining/merger will occur.
