Eagle Vail To Explore Merging/Combining Its Two Governing Bodies

To merge or not to merge/combine Eagle-Vail’s two governing entities to be discussed tonite

As a follow up to a recently completed Urban Land Institute Study (ULI) conducted for Eagle-Vail in June, a Special Meeting will convene tonight at 5pm to see what is what. 

One of the recommendations strongly made from the panel’s findings was to merge/combine the two governing bodies into one to reduce confusion from the homeowners as to just which governing body does what and make for a more efficient governance moving Eagle-Vail forward.  The panel also recommended this item be addressed before moving forward with its other recommendations.

Since Eagle-Vail’s inception in the early 70’s, Eagle-Vail has been run by the Metropolitan District, (a quasi governmental entity) a subsidiary of the State of Colorado and a Property Owners Association.

The Metro District was originally responsible for water, sewer, fire protection, recreation and the taxing entity for the neighborhood.  The Metro District is also the owner/operator of the recreation facilities and land.  Currently the Metro District’s responsibilities are recreation and the taxing entity; fire, water and sewer have been consolidated with the Eagle River Fire Protection District and the Upper Eagle Water and Sanitation District.

The Property Owners Association’s main responsibilities are code enforcement and Design and Review for homes and buildings in Eagle-Vail.

Metro District Board Members are required to run for public office and are voted on by the residents of Eagle-Vail in a public election held every two years.  The board members for the Property Owners Association are elected at the annual Home Owners Meeting by those residents present at the annual meeting.  The Metro Board is required to act under strict rules as mandated from the State of Colorado.  The Property Owners Ass operates under its governing documents filed at the County.

Tonight’s meeting could be very short if the members of one or both boards indicate they are not interested in merging/combining the boards in some form or fashion. 

If both boards are in agreement with the recommendation of the ULI study, meaningful discussions shall occur on just how the combining/merger will occur.

Eagle-Vail Entering into a Renaissance Phase

Eagle Vail, the oldest of the down valley neighborhoods from Vail is in the beginnings of a renaissance.  Fresh off a continuation of the current mil levy and a just completed Urban Land Institute Study, Eagle-Vail is moving forward with long range planning for the neighborhood.  Eagle-Vail is comprised of some 1,500 homes located between two world class resorts, Vail and Beaver Creek.

With the mil levy continuation, (Phase I) the Metro District will be able to shore up the balance sheet, begin deferred maintenance on the recreation facilities and build a new swim facility.  Phase II will be Master Planning for the neighborhood going forward for the next several years which will include identifying new funding sources to complete the Master Plan.

With that being said, Eagle-Vail is a buy right now.  Look for prices to continue to rise as the renaissance unfolds.  Today sales of duplexes are averaging $323/sq ft.  There are currently homes priced well below the $323 number. 

For instance there is a 5bd, 4,000 sq ft home with a rare and I mean rare 3 car garage listed at $284/sqft.  That’s $39/ft below the average selling price.  Lets say you wanted to make changes to the home (update it) and you spend $100K (very generous) doing it.  You would then “be all in” at $309/ft which is $14/below the average selling price of $323/ft.  Assuming you did make changes, the home would now be at the high end of sold price per ft, which would be in the $380/ft range.  

So, you buy at $284/ft, spend a generous $100K and end up with a home worth $1.5mm; sounds like a smart buy to me.

Urban Land Institute to Study Eagle-Vail

A Panel of 9 experts In Various Fields Pick Eagle-Vail As One Of Its Studies for 2008

The neighborhood of Eagle-Vail, located between Vail and Beaver Creek, scored and scored big when it was picked from numerous requests from large cities  and major new developments across America to have a panel of experts from various areas of  land planning perform an analysis of the neighborhood.  Limited to just 12 studies a year, Eagle-Vail a neighborhood of 1400+ homes, is ecstatic that they were one of the studies picked.

The ULI panel consisting of 9 panelists and a staff of 3 will spend the week of June 22, 2008 performing an intense study of the neighborhood focusing on the neighborhood’s recreation facilities, school property and the future of Eagle-Vail.   The study includes a day of “getting the lay of the land”, a day of interviewing up to 100 individuals and 2 days of being behind closed doors brain storming.  The study will conclude on June 27, 2008 with a public presentation of its finding and recommendations.

When the panel leaves town they will leave behind road map to be used by the sponsors to help determine the future direction for the aging neighborhood.

The study is funded by the Eagle-Vail Metropolitan District, the Eagle-Vail Property  Owners Association and the Eagle County School District.

Eagle-Vail is a family oriented neighborhood between Vail and Beaver Creek Mountains.

Eagle Vail Passes 5-A

Voters of Eagle-Vail Send A Message They Are Ready To Begin Reinvesting In The Neighborhood.

Eagle-Vail residents sent a clear message to the Metro District in yesterdays mail-in election.  By a margin of 3 to 1 in favor, the residents made it clear that it is time to reinvest in its recreational amenities.

Eagle-Vail, located beteween Vail and Beaver Creek ski areas, has been faced with aging recreational amenities and no real way to repair/replace its facilities.  As an unincorporated area, it is not allowed to collect a sales tax.

Eagle-Vail’s amenities include an outdoor swiming pool, tennis courts, an 18 hole golf course, a 9 hole par-3 golf course, several pocket parks and soon hiking tails.

With the passage of 5-A Eagle-Vail will have a new revenue stream allowing for a new swiming pool to replace the now defunct pool.  The new revenue source will also be used to pay operating costs of the amenities as well as begin to make needed repairs to its pavillion, tennis facilities and the golf course.  The new revenue will also help fund a hiking trail.

Passage of 5-A is the first step in the reinvestment of the neighborhood’s 30 year old amenities.  A conceptual future master plan has been in process with the residents imput for the past several months and will continue until there is a consensus among the residents.

Once the consensus is made the next step will be to find additional ways to fund the new master plan.
