Eagle Vail To Explore Merging/Combining Its Two Governing Bodies

To merge or not to merge/combine Eagle-Vail’s two governing entities to be discussed tonite

As a follow up to a recently completed Urban Land Institute Study (ULI) conducted for Eagle-Vail in June, a Special Meeting will convene tonight at to see what is what. 

One of the recommendations strongly made from the panel’s findings was to merge/combine the two governing bodies into one to reduce confusion from the homeowners as to just which governing body does what and make for a more efficient governance moving Eagle-Vail forward.  The panel also recommended this item be addressed before moving forward with its other recommendations.

Since Eagle-Vail’s inception in the early 70’s, Eagle-Vail has been run by the Metropolitan District, (a quasi governmental entity) a subsidiary of the State of Colorado and a Property Owners Association.

The Metro District was originally responsible for water, sewer, fire protection, recreation and the taxing entity for the neighborhood.  The Metro District is also the owner/operator of the recreation facilities and land.  Currently the Metro District’s responsibilities are recreation and the taxing entity; fire, water and sewer have been consolidated with the Eagle River Fire Protection District and the Upper Eagle Water and Sanitation District.

The Property Owners Association’s main responsibilities are code enforcement and Design and Review for homes and buildings in Eagle-Vail.

Metro District Board Members are required to run for public office and are voted on by the residents of Eagle-Vail in a public election held every two years.  The board members for the Property Owners Association are elected at the annual Home Owners Meeting by those residents present at the annual meeting.  The Metro Board is required to act under strict rules as mandated from the State of Colorado.  The Property Owners Ass operates under its governing documents filed at the County.

Tonight’s meeting could be very short if the members of one or both boards indicate they are not interested in merging/combining the boards in some form or fashion. 

If both boards are in agreement with the recommendation of the ULI study, meaningful discussions shall occur on just how the combining/merger will occur.

Vail Valley Real Estate: First Half of 2008 Stays Slow

Statistics Show Approximate 50% Decline

The Vail Valley real estate market continues to show sluggish sales, although June 2008 saw the most transactions year-to-date.

The first half of the year concludes with 172 transactions in June, the highest number of transactions so far this year. Eagle had the most transactions with 24 followed by Lionshead with 17. Sixteen of those transactions in Lionshead were Arrabelle units which sold for more than $67 million; 8 of the Arrabelle   transactions were over $4 million in price.

Year to date, Eagle County topped the $1 billion mark and has an overall average sales price of $1,345,476. Lionshead has been the main contributor thus far with 68 transactions and more than $228 million in dollar volume. This is nearly twice the volume as Beaver Creek, the area with the second highest dollar volume.

June highlights:

  • There were 96 multifamily units that sold for an average price of $1,217,563

  • There were 8 transactions over $4 million

  • Lionshead had the highest dollar volume, $68,860,000, with an average sales price of $4,050,588

EverVail: A Foregone Conclusion?

Vail Resorts Likely To Get Their Way

It seems Vail Resorts' massive project slated for West Lionshead has already been approved.  But just so you know, it hasn't!  If you read the Vail Daily, everyone quoted seems to talk about it as a foregone conclusion, and maybe it is.

Vail Resorts, through a deed restriction, has the ability to shoot down any new development on the Lionshead parking structure. So if they (VR) don't get what they want, the town won't get what it wants.  The big question is:  will the residents of Vail get what they want??!!  Do any of the locals even want EverVail? 

Across the board, everyone will say the town needs more parking (and it does).  But to attach a $1 billion development to the concept of this needed parking is a bit out of hand.  Vail Resorts is shrewd and always well prepared, but it seems the public is asleep on this one.  Is there no way to address the parking scenario without building EverVail?

It remains to be seen what will result, especially with the current real estate downturn, but it sure feels like EverVail is simply a matter of when, not a matter of if??

Finding It Difficult To Find Mortgage Money?

With many lenders in a liquidity crunch, buyers are finding mortgage money hard to come by. However, there is another alternative.

Of late buyers are finding it increasingly difficult to find mortgage money.  When prices of real estate adjust downward (nationally) banks holding mortgages find their ability to lend money for homes diminish.  Banks are required to have $1 dollar on hand for every $29 loaned out.  When things change, ie: value of real estate falls, banks find themselves in what is called a “liquidity crunch”.  Learn more about this by clicking on the attachment below.

Because many banks are faced with a liquidity crunch, they have no money, so to speak, to lend unless you are a well established customer.  Even then it is difficult to get financing.  However, there is good news for buyers; it’s a good time for sellers to be the bank.  Many sellers in the Vail Valley and Eagle County do not need the cash at closing and therefore are in a position to be the mortgage holder/bank for a period of time while this financial mess gets straightened out. 

It is a win-win situation for the buyer and seller.  Seller’s receive income from an asset they own at a higher interest rate than banks are paying for deposits and in all likelihood, get a safer return than putting the money in the turbulent stock market.  The seller still owns the home while receiving income in the form of interest payments until the buyer pays off the mortgage or refinances at some point in the future when the financial markets are in better shape.

The buyer wins during these times because there is another lending option available, the seller.  Once the financial markets stabilize the buyer can secure permanent financing for the home.

Now is a good a time to buy; lots of inventory with serious sellers pricing their property at the current market.  As strong as the Vail Valley/Eagle County real estate market is, it is unrealistic to think property values will increase 20% or more every year.  So, now is the time to buy while values are flat, before the next run-up occurs.  

The trick right now is to find a home that is properly priced with a seller willing to be the bank.  To do that, you need to find a broker who knows where those opportunities can be found.  So, what are you waiting for, find yourself a good broker and get out there and shop around.
